PC boots fine but no display with gpu!!

So recently I bought a new gpu and power supply but I now face a new problem. My pc boots perfectly without problems, but there is simply no image with my gpu... I can even press Alt+F4 followed by enter to shut it down when it is finished booting! Using On-Board video works perfectly.
I have tried dozends of things like:
Resetting BIOS
Reseating RAM
Trying a different cable for monitor
Uninstalling drivers and reinstalling them
Etc.

Please help guys ive been struggling like this for weeks and I'm close to shunning this thing out the door!
My specs are:
Intel I3 3.2 ghz
Nvidia GT 1030 Aero Itx
4 gb ddr3

Edit: When I booted up the gpu for the first time my monitor got a signal and I was able to install drivers. After that I ran a game (osu!) and there is an fps cap in the settings menu which I changed from 120 to 240. Right as I changed this my pc rebooted and this was where my monitor stopped getting info from my gpu. A few minutes later I realised my Power Supply was too low and so I got a brand new 480 watt which was more than enough for my gpu but sadly this didn't solve my problem.

I don't know if your i3 has onboard video capability, but if it does, take your video card out and just plug the monitor into the motherboard's video out. If the PC operates normally, then you know it's a power supply problem.
So you get no display from the GPU to the monitor. What cable connection type are you using out of the video card to the monitor? HDMI? DVI? Display Port? I of course assume you have confirmed you are connected out of the GPU and not still cable connected from the motherboard's video output.

It is rare, but not unheard of, for a GPU to have a bad video output port. It happened to me with an EVGA GTX 970 on its HDMI output.

I am using DVI cables. And yes I have confirmed the cable is from the gpu to monitor.

What is the make and model of the PSU? I don't think I've ever seen a decent quality one with under 400 watts (by the likes of Corsair, EVGA, and Seasonic specifically I'm referring to). In other words, if it's a poor quality PSU, it likely isn't producing nearly the rated wattage. That's why we need to know the make and model.

 
A very poor quality PSU. Cheap components and thin wiring on the inside. I'd look to that first. It may say it can provide 480 watts which your PC is not coming close to maximizing. However, that doesn't mean that low quality PSU will actually produce that amount under load. I've heard of some cheap units being tested and only were capable of sustaining half their rated power under a load stress test.

But I am still a bit sceptical if it is the psu or not.
When my pc starts up my monitor exits out of "sleep mode" and then displays my pc starting up and whatnot. However with my gpu my pc starts up fine and my monitor exits out of "sleep mode" but there is just a simple black screen throughout.
