Question PC boot's then won't boot . Power button off works on reboot

Hi folks. Iv'e got a windows 10 machine that's giving me trouble.

What happens is this. I turn on the machine and it boot's fine. Then I power off the machine and I try to restart it brings up the windows blue flag but goes no further, there's no circle at the bottom of the screen just the blue flag.

So I have to press the power button until the machine turns off but then when I boot it it works fine. This keep happening.

I've tried restoring and I've even tried reinstalling but neither has worked.

Is there some technique to getting it back up and running?

What is your FULL system spec including PSU make and model?
Are you running any OC or XMP anywhere?

No xmp, don't know what oc is? Psu is a evga 750 gq. Had windows 7 on it and it seemed to work fine. I'm just wondering if it could be a driver issue? Iv'e been to the manufacturers website and they only support windows 8.1 64bit for my model board.
