PC Build for my Mom (Webdesign)

Well, my mom has tasked me with building her a PC that doesn't suck like the one she currently has. She'll be using it for web design. And trust me, she has tons of programs she doesn't really need running in the background and insists on keeping them running because they're absolutely necessary (according to her) She also keeps google chrome running throughout the day with an army of tabs that would make even Sparta shake in fear.

So, what does a web designer really need in a PC? Any help would be appreciated.

Well, lots of RAM. RAM is cheap these days so pick up 16GB. 8GB is enough for most people but I am starting to run into limits there. And a good CPU, maybe something with lots of threads for her- a FX if you are on a budget, if you have more money a Xeon E3-1231v3. And an okay GPU, plus normal hard drive/SSD storage. That's it really.

Well, she said she could see herself using 10K norwegian krones (NOK) which equates to around 1159 USD.

I'm mostly just wondering what graphics card I should go for, I don't have much experience with low-end graphics cards but imagine there could be issues there.

Looks good but I would go for a 250GB M.2 SSD and a GTX 750 Ti for a GPU. Otherwise should be great for that. You could also consider a WD Black drive or a pair of hard drives in RAID1 if you still have money left.
