At your budget, a discrete GPU doesn't make sense. Any money that could be put toward a discrete gpu is better used by upgrading the CPU and Mobo.
The integrated graphics on the A8-7600 is in the same range as Gt 730, R7 340, GT 740. The cheapest of thoe three, the GT 730 is approximately Rs. 5000-6000. If you were to increase your budget by that much, you're better off getting an Intel Skylake build with a Pentium G4400 (like this: http://in.pcpartpicker.com/list/fdNn7h). The integrated graphics on the G4400, is equivalent to the gt 730, but you get a better overall platform as well, and an easy upgrade...

CPU : AMD A8-7600 (Rs. 7500)
Motherboard: ASUS A68HM-K or Gigabyte GA-F2A68HM-S1 (Rs. 4000)
RAM: 2x4GB Kingston Hyper X Fury (Rs. 3000)
Storage: Samsung 750EVO 120GB (Rs. 3000)
PSU: Corsair VS 450W (Rs. 2500)
Case: CIRCLE 820 (Rs. 3000) or any other other case you prefer in this range

The CPU already includes inbuilt GPU which is pretty decent. I have this same config and built it under Rs. 25K. I just checked the performance for running dota 2 @1920*1080 and it will provide more than 60fps easily. You can exclude the SSD and get it done under 17K but the SSD will really provide you a performance boost.

*Assuming that you already have a HDD.

The integrated graphics on the G4400, is equivalent to the gt 730, but you get a better overall platform as well, and an easy upgrade for both CPU and GPU later if you can find the funds.

Similarly, if you reduced the cost of the CPU+mobo combo enough to fit the same GT 730, you'd be looking at a AMD 2650 + 2GB RAM. That's a 10 year old CPU and a quarter of the RAM you could have gotten. Example: http://in.pcpartpicker.com/list/XKHx6X

Basically, right now, unless you can afford 12k or more for the GPU, it doesn't make sense to have a discrete GPU. you're better off spending the money on other parts.
