I'm looking to build a PC with a $1500 budget. I want to be able to play games like Planet Coaster and City Skylines with an occasional shooting game. I have a 4k tv that I'll be using as a monitor. I'm looking online and there are just so many options I don't know where to start. I'm looking for everything including OS.

That's a bit much for Planet Coaster and City Skylines. Where are you from?

If you are from a country that I'm likely not familiar with, please provide a link to your favourite online local store.
I'm looking to build a PC that can go beyond those games as well as branch out into other areas. I live in Florida USA. I want to build a PC that will still be pretty good five years from now as new games and software continue to evolve.

So I've done my research and decided to go with your suggestions. The only two things I don't have are the mobo and psu, both are not available. I can figure an alternate psu out on my own, but would like an alternate mobo, preferably a step up, rather than down. Let me know.
