"I haven't been on here for a while and I'm out of touch with the latest hardware in 2024. Currently, I have an older PC with an RTX 2080, i7-8700K, and a Z370 motherboard. I'm planning to build a new PC, excluding the GPU which I intend to reuse for now and upgrade later. Any suggestions for parts would be greatly appreciated!

Why do you plan on upgrading?

In other words, what do you want your new PC to do? What kind of performance, what sort of gaming and what resolution? Any special wordloads like photo or video editing?
Is your Windows license OEM? If it isn't, you can re-use it for Win 11 if you wish.
 
If you are mainly gaming, something like this would work. I didn't pick a case because that's a personal preference sort of thing, or you could just reuse your current one.

Your psu is dependent on your choice of gpu meaning new board, cpu and RAM for now.

Not sure I would even buy right now the new AMD processors should be out in a couple of weeks.

just general gaming while in college my pc bios is also outdated and I thought it was time to for an upgrade.

The CPU 7800x3D appears to be one of the best options in its price range. However, is an air cooler sufficient to keep it cool? Additionally, what are the advantages of using an X670 motherboard over a B650?

The X670 chipset has more PCIe lanes which is a plus if running dual M.2 SSD's. A dual tower air cooler for that cpu is fine although you already have a solid AIO.

Yep! That cooler can cool pretty much any CPU out there, here is a review for the thermal right phantom spirit but it also includes the peerless assassin and other coolers. The review uses an i7 13700k, but that's ok because that CPU runs warmer than the 7800X3D. So given that it has no issues cooling a 13700K, it won't have an issue cooling a 7800X3D. That said, if your current cooler is less than 5 years old, and if it's still working fine, you could reuse it. If it's older than 5, I would replace it. All in one liquid coolers lose fluid over time, and typically can't be refilled. Also as whyme stated, you get more pcie lanes with x670 vs b650, but as long as you aren't going for the highest possible pcie storage performance, than either would work fine.

The Steel Legend is a z690 motherboard and was released with 12th gen Intel CPUs. It supports 13th and 14th generation but it's BIOS may be out of date.

You'll need to prep a USB stick and copy the latest BIOS onto it, then plug the USB stick into the correct port and press the Flashback button on the I/O panel.
You should check the manual to see which USB port is the correct one. (It's usually marked, with a rectangle for example)
The computer should NOT be powered on! Plug it in and switch the PSU on. That's is all the motherboard needs for flashing.

Otherwise it's nearly identical in features to z790 chipset motherboards but without the higher price.
It doesn't have WiFi though, so if that's important, it may be better to choose a different motherboard than a WiFi dongle. But it's up to you.
