Depends on what you are after. Sli is great in some games, mediocre in some and almost non existent in some, so if you happen to prefer the games sli is good for, build #2 will work fine. And then there's games like BF1 and Starwars Battlefront that can really use the extra threads of the i7, and can suffer with an i5. Even GTA:V when modded can bog down an i5 easily. So if those are the games you prefer, then build #1 would be better. What I don't see is the monitor. A single 1070 is plenty for 1080p/144Hz or 1440p/60Hz and can do well with a 1440p/144Hz, but if the monitor is just 1080p/60Hz, there's no point in sli at all.
