i need motherboard for this pc
im only changing cpu but because of old motherboard ill have to change it aswell
pc specs:
rx 560 4gb
16 gb ram
intel core i5-12400F
asrock H610M INTEL LGA 1700
Would this work

12400F/5600x for gaming is basically the sane thing, different brand. They trade blows, especially when the Ryzen is tweaked. Not much can be done with non-k Intel.

While the psu is very important because it supplies everything with power, the motherboard is also important because that transfers that power. Cheap boards use lackluster VRM's, lousy heatsinking (if any) and can definitely limit the usefulness of the cpu and gpu and storage.

Cheap motherboards are for grandma's websurfer or a child's toy, not really for gaming intended pc's.

Your situation is not clear to me.
Apparently, you have a working pc which you wish to upgrade.
What is the make/model of the parts you now own?

Which of these parts do you now own?
rx 560 4gb
16 gb ram
intel core i5-12400F
asrock H610M INTEL LGA 1700

If the ram is a 2 stick kit of ddr4, it will work.
Your gpu needs about 400w.
The motherboard has a 8 pin eps connector; does you psu have such a connector?
a 4 pin connector is likely ok for the 12400f.

I want to upgrade to gaming pc and guy on discord said i should upgrade cpu to i5 9400 and my gpu mainly , rx 6600 so i might go for this

Again, what are your parts now?
Does this discord guy know what you have now?

I5 9400 is not compatible with the motherboard listed(and is vastly inferior to the 12400)
rx6600 will require a stronger psu that the minimal psu that a rx560 needs.

If you want sound recommendations, please supply the info needed.

Here is a list of processors supported by your motherboard:
https://www.asrock.com/MB/Intel/H310M-HDV/#CPU
I5-9400 would be a modest upgrade.
Mostly from getting 2 additional processing threads.
Most games depend on the single thread speed of the processor.
Run the cpu-Z bench test and look at the single thread score.
On your i3-8100 you should get something like 422.
Here is a list of other results.
The i5-12400 will be at 700 or so:

If you go the i5-12400 upgrade route, you should be ok for most any games.

You can reuse 2 sticks of your DDR4 ram.

Consider your choice to buy the cheapest.
How important is $20 to your budget?
For example, buying the 12400 instead of the 12400F will allow you to use integrated graphics.
A good insurance if anything should go wrong with your graphics card.
Or, $20 will buy you a B660 based motherboard.
The H610 motherboard will work.
Here is a chart as to what different chipsets do:

Most improvements past the base h610 are not really relevant.

At one time, it was a rule of thumb to budget about 2x the cost of the cpu for the graphics card. With graphics cards coming close to msrp today, that might be a decent plan.
If you favor fast action games, or are gaming at higher than 1080P resolution, look to a stronger graphics card.
If you play multiplayer with many participants, look for a cpu with many threads.
Otherwise 6-8 threads is usually enough.
If you favor cpu centric games like sims, strategy and mmo, then look for fast single thread performance.

If you anticipate the need for stronger graphics in the future, buy the appropriate cpu first; it is easy to change out a graphics card. Not as easy to change a motherboard.

I play alot of fivem , also games like csgo , minecraft , fifa i really play something for months then switch but i feel like maybe i should get a gpu first now i just dont know if i3 8100 will keep up with a solid gpu
