I am building a PC and wanted to know everyone thoughts, This build will be used for Gaming, Livestreaming mainly. my max budget is $900 USD

The 8350 is just fine. It's a fine CPU and outclassed the i5 for video editing: more cores.
Jan's two cents has a video on YouTube on this.
I have a 4690k myself but it depends on your budget too.
The only thing I would change in your build is to take a western Digital hdd instead of Seagate.
There's an article on. Arstechnica on hdd showing Seagate fail a lot.
Also you could check if a gtx960 or 970 would fit your budget instead of that 280.

I do not know much about live streaming but i would imagine it would be fine. But for gaming it would be great.
