Solution
Intel 3.1 GHz LGA 1150 i5 4440 4th Generation Processor @11899
Gigabyte GA-H97M-D3H Motherboard @7675
Zotac Nvidia GTX 760 2 GB @ 17350
Kingston HyperX 8 GB RAM @ 5390
Seagate Barricada1 TB drive @3699
Cooler master elite 311 @2699
Corsair VS550 550 Watt PSU @2899

Total : Rs. 51,611 (excluding DVD burner, bcoz you can get it and install anytime)

Note: I suggested lowest priced i5 CPU and H97 mobo because, they are must for bringing out the full potential of that GPU and the H97 chipsets supports 5th gen intel CPUs which will be helpful in future upgrade. You can still get Gigabyte GA-H87-D3H Mobo (H87 Chipset) for 7000 rupees. It still be powerful enough for that GPU...
All the prices from flipkart:

AMD FX-6300 @7000
Gigabyte 78LMT-S2 Motherboard @3250
Sapphire AMD R9 270x 2 GB @13899 (OR) Zotac Nvidia GTX 760 2 GB @ 17350
Kingston HyperX 8 GB RAM @ 5390
Seagate Barricada1 TB drive @3699
Cooler master elite 311 @2699
Corsair VS550 550 Watt PSU @2899

Total:
1) With R9 270x - Rs.38836
2) With GTX 760 - Rs.42287

So, with least priced GTX 760 and least compatible components the budget goes to 42k. With 10% less performing R9 270x, the budget is under 40k. Choice is yours.

Solution
TIP: Try building the system without the GPU (save 7-10k rupees from the current budget for GPU and invest all remaining money in the system). Wait for 1-2 months, save money and get a powerful GPU. Until then, your motherboard's on-board graphics will help for the display (if your motherboard has so).

Gigabyte H97M-D3H will use the Intel HD graphics that comes along with that i5 processor :)
