I hate to ask a noob question but i used to know of a site that you could enter your build components and would tell you how they match and bootleneck info

As for bottlenecks, that heavily depends on your workload and even on a game-by-game basis. Best thing you can do is search your configuration (cpu + gpu) on youtube and find a video that runs some game benchmarks on it.

To add to what he said ALL bottleneck calculators are complete garbage never use one of those.

Any and all bottleneck calculators are trash, sadly. Too many variables for them to be accurate. For instance, I play WoW, which is highly CPU dependent to the point that an x3d chip is the absolute best chip for it, while you could be playing FFXIV that can see the same performance out of an i5 13600k vs a 7800x3d.
