I'm currently helping my cousin build a PC. It won't boot (no light or sounds whatsoever), and we've worked through this checklist; there doesn't seem to be any issue with any of the items on that list. The power supply is functional (or at least the fan spins up when the paper-clip test is done on it).
I suspect the issue may be something to do with the build using a Gigabyte GA-H81M-H motherboard and the processor being a i3-4160, a Haswell Refresh processor that might not be supported on the motherboard if it isn't using the latest BIOS update. Would using a Haswell Refresh CPU on a motherboard whose BIOS doesn't support it result in the aforementioned no light/sound/other indication of booting or POSTing? I'm not entirely certain if it does or doesn't have the current BIOS update.
