PC build won't boot, may be motherboard.

I'm currently helping my cousin build a PC. It won't boot (no light or sounds whatsoever), and we've worked through this checklist; there doesn't seem to be any issue with any of the items on that list. The power supply is functional (or at least the fan spins up when the paper-clip test is done on it).

I suspect the issue may be something to do with the build using a Gigabyte GA-H81M-H motherboard and the processor being a i3-4160, a Haswell Refresh processor that might not be supported on the motherboard if it isn't using the latest BIOS update. Would using a Haswell Refresh CPU on a motherboard whose BIOS doesn't support it result in the aforementioned no light/sound/other indication of booting or POSTing? I'm not entirely certain if it does or doesn't have the current BIOS update.

I'm not thinking BIOS version since all versions of the board show support for the i3-4160. Do you have another PSU of 300W or greater that you can try?

Sadly, no. I'm not physically present with my cousin (seeing as we live in different states), but from helping him build his PC over Skype it doesn't look like there's anything wrong. It may just be a bad motherboard; if there are no further ideas, we may just RMA the motherboard back to Newegg and see if a replacement will help anything.
