No, it's not overkill but still no OC without "k" processor" so performance will be same.

That motherboard and cpu are not compatible. So it's definitely not good.

LGA1151v2 You need to look at 300 series chipsets only. That Z390 is the only working choice here.

Even though 100 and 200 series boards are also LGA1151, they will not work with 8th or 9th gen, only 6th and 7th gen.
