PC Buzzing and Freezing only when I connect my GTX 1060 3GB

Hello guys ive been trying to figure out this problem since so damn long.I connect my GT 730 or use the PC without any GPU (internal graphics) and the PC has no problem. Whenever I connect my GTX 1060 3GB PC starts making buzzin and freezes slightly whenever I open any apps or browse youtube. (mainly happens when I try to run any app as administrator). The prompt sound of run as administrator sound SOO buzzing when its connected in 1060.. I've used the GTX 1060 and My EVGA 500W powersupply for 8 months exact (both brand new) and never had this problem until last 3 weeks. Please help me, should I RMA my GPU? I tried reinstall windows, reinstall driver, disable audio etc etc. however it has NO freezing or buzzing sound when connected to motherboard or the GT 730. Sadly I do not have any GPU with PCI connector so I am not evne sure if its the GPU or PSU. Both are brand new and 8 months old..

i5 6400
GTX 1060 3GB
8 GB RAM
500 GB Samsung SSD + 500 GB HDD.
Some random pre build HP motherboard that came with the i5 6400.

I tried connecting the 6 pin connector that came with the GTX 1060 to my PSU connectors and so far no lag/freeze or buzzing, could it be the PSU's 6 PIN connector?
