Question PC can boot to BIOS but power cycles when it boots to Windows ?

I built my new PC outside of the case to test it, and I was able to post and enter BIOS. Everything worked perfectly the first day after I installed Windows 11 and assembled it inside the case. The next 3 days, something happened while I was away that caused the computer to continuously attempt to perform an automatic repair (unsuccessfully each time), and now every time it attempts to boot, a power cycle loop begins in which the computer attempts to boot, resets (powers off and on again), attempts to boot again, and will not stop till I enter BIOS (in which it can stay on indefinitely). SSD has been wiped and its integrity confirmed since then, and the problem persists.

All components (CPU, RAM, SSD, fans) are detected in BIOS, temps are stable, Debug LEDs do not indicate any issues, and there is a proper video signal from both the iGPU and the RX GPU.

Have tried reseating everything outside the case, including the CPU and its cooler (with new thermal paste application), testing different ram slots individually with each stick, booting without SSD. All attempts to boot (using a flash drive) into Ubuntu 22.04 64-bit, Windows 11 64-bit, memtest86+, and UBCD have been unsuccessful as they are shortly followed by the power cycle issue. I also tried updating the bios to the latest version but the problem still persist. I tried testing the PSU with a PSU Tester but it works fine, there is nothing wrong with the voltages.

This is a desperate call for help. What is going on?

  • Motherboard: ASRock B760M PRO RS/D4 WIFI – BIOS version 5.05
  • Storage: Lexar NM620 256 gb
  • RAM: TEAM T FORCE DELTA RGB 2X8 DDR4 KIT – Stock speed (2400 MHz).
  • GPU: GIGABYTE RX 6650 XT GAMING OC 8GB 128BIT GDDR6 - i did not overclock it
  • PSU: Cooler Master MWE 650 80+GOLD
  • CASE: VENOMRX DAEMON CONTINENTAL S7-E ATX GAMING CASE
  • CPU Cooler: PC COOLER PALADIN EX400 BLACK
  • MONITOR: AOC24G2SP 24" IPS G-SYNC SUPPORT
OS : Windows 11
UPDATE: I tried to buy a new nvme thinking of reinstalling a new OS, The instalation part runs smoothly, after updating to the latest version of windows 11 and installing a new amd driver but after 3-4 hours after the install the problem came back

Anyone know what might cause this?
