PC can't boot to bios tried pretty much everything

So i have a really bad problem. After I plugged hdmi cable to my pc from my Philips Smart TV, computer crashed. Now I have endless boot loop. Cant boot to bios. One strange thing that I saw, if I touch the tip of Hdmi cable and my computer case, I feel little tingle like electricity goes trough me. So after plugging it to my video card , everything was fine until I opened chrome, then whole screen went white and my pc turned off. Pretty much it
Everything I tried:
Reset Cmos with jumper and battery (I did that properly)
Reassembled everything
Changed the PSU
Tried to boot with all 1 of 4 ram
Tried to boot with no GPU
Tried to boot with only CPU, MOBO AND PSU. Nothing worked:
MB: Gygabyte GA-Z77-DS3H rev. 1.0
PSU: Corsair VS650, tried with another IDK but had 80 plus Gold
Ram: 16gb Kington 1600 mhz
CPU: Intel Core i7 3770K No OC
Hdd: 2TB
GPU: Inno3D GTX 1060 6 GB

It could be the board. Maybe it's time for an upgrade...
