PC Case with Top mounting for PSU

Am looking for a PC case with Mounting of the PSU at the top.
Must have four 5.25" External Drive Bays and 1 x 3.35" External for card reader (idealy)
Or perhaps 5 x 5.25" bays convert one to 3.5" for card reader. Also must have provision for 1 x front fan as well as preferrably only usb 2.o connections on case

I think your requirements are both too obscure and inconsistent.

Very few quality cases these days are use top-mounted PSUs. And then only a subset of those very few quality cases will have five external 5.25" bays. In fact, just these two qualifications reduce Newegg's offered cases from thousands to 1, the $200 Silverstone Raven.

Which has no front fan mount and the front ports are USB 3.0.

To get anything even near what you want, you're likely going to have to compromise, though where you should compromise is hard to say given you haven't said why you have such a strange combination of requirements.

Chances are, he has some kind of prebuilt system that has the PSU mounted at the top and has drive bays and such that he already has populated with stuff and simply wants a case upgrade that supports this layout so that he can just swap over all the parts as is. And typically with top mounted prebuilt systems, the PSU cables are not tucked away and are in the open space of the case as well as fairly short in length making it so that mounting anywhere other than right above the motherboard will make it pretty much impossible to get the cables to plug in. especially the CPU power cables.
