i just want to ask that will my monitor and my storage device type can effect the performance
my storage device hitachi 260gb hdd
and monitor lg flatron :3 :p
So does it affect fps or performance of game ????????/

HDD never affects the performance in games. It affects loading times. Thats why everyone praises SSDs these days

The monitor affects what you see, but you didnt tell the model numbee. Anyway, if you are not using a monitor from 10 years ago, you will be fine :)

Batman Arkham Knight on the PC is a wildcard.

There has been so many complaints about severe performance issues from enough people that Warner Bros. is currently not even selling the game for the PC. They also stated that people who have bought the game through Steam to apply for a refund. An interim patch is planned for release in August to people who currently own the game (either bought the game itself, or got it as a free game when purchasing a nVidia GPU).

i am little confused in gpu option cause i found that r9 280x is little better than gtx 960
so should i buy r9 280x dual sapphire 3gb edition or buy gtx 960 msi 2gb edition
i searched a lot and found that r9 280x has high watt consumption and high load temperature So
Which one is better ????

Depends on what's more important to you... performance or power consumption. If you are concerned about your electricity bill, then the GTX 960. If not, then the Radeon R9 280x.

Also, I forgot to mention.... Batman Arkham Knight is officially capped at 30 FPS. You can attempt to uncap the FPS somewhere in the configuration (INI) file I suppose.

System seems fine but the 2GB VRAM on that 960 may be hitting a wall very soon (already kind of is with certain games where you can't use texture quality higher than medium). Reasons why to not buy 2GB cards anymore as there are more 4GB cards out now.

I have a GTX 960 4GB, it can use 4GB but it's a slower card than most other 4GB cards, you make it sound like the 960 can't use more than 2GB. Lots of people assume that 128bit memory bus can't do it.
