Looks like yes. Open the link and expand the "Processor upgrade information", it states,
Motherboard supports the following processor upgrades:
Athlon 64 X2 with Dual Core technology up to 4800+ (up to 65 watt TDP)

With regards to the GTX 750 Ti, the mobo has a PCI-e x16 slot so that is okay. And it will get all of its power from the slot so you don't have to worry about power connector type from the Power Supply Unit (PSU). But I am worried that your PSU is too small at 250W.

The GTX 750 Ti is only a 75W so you might be able to get away with 250W but it is tight. Not sure how old the PSU is, they lose wattage as they age. And it will be a cheap PSU without much in the way of circuit protection. If it blows up it will likely take some, most or all of the rest of the computer with it. People cheap out on PSU's and it can be a huge mistake, that lack of circuit protection can leave you with a piece of scrap.
I am having problems tracking down the original PSU info but it looks like a standard ATX PSU. A pic of the label on the PSU might help here. Here are some suggestions for a good, cheap replacment PSU's. You can spend much more but I suspect the budget is limited. I would be comfortable get the Antec VP450, it is a decent PSU.
