PC CPU is going slow all of the sudden.

My PC started to act weird a few days ago and I can't figure out why. I factory reset my PC and reinstalled windows and when I started trying to play games they were lagging and in low FPS(10-30) to what my PC ran before the issue (250fps). The only issue I saw was that my Intel core i7-6700 @3.40GHz was only running at 0.78 even when playing the new game The Division which is very taxing to someones PC. Hopefully someone can solve my issue.

Whats the reason for the factory reset? Did you turn off any power saving features in windows ? What are the temps of the cpu?

I factory reset because my computer was lagging on games and being slow. I scanned it and cleaned it but it didn't help so I thought it might be an issue with Windows or some type of corrupt file hiding somewhere. So I factory reset and reinstalled windows but it didn't help. I think I may need a new processor or something.

What are you using to monitor temps ? What is the clock speed of the cpu ? Did you make any changes to the bios? Are you using a stock cooler ?

I'm using MSI Afterburner to check the Temp. It sits at a constant 26-30 celsius. Core clock speed is 300. I didn't make any changes to Bios. Yes I am using a stock cooler

I bet its over heating in game with stock cooling and down clocking. You did not say what your temps were underload ?
