Question PC does not start up after installing windows

Hi. I'm hoping anyone could help me with this. Its not my first time building but this is a new problem I've come across. So I just finished building the pc. It turns on and everything is normal. But when I installing Windows, setting up Microsoft, everything shuts down and it wont turn on again. I unplugged all the usb. I tried turning on again, nothing. I took out the mobo battery for a minute, reinstalled my ram, reinstalled the psu. But still same issue. When I power it on, the fans spin abit and nothing else. My motherboard has rgb so there is definitely power.
