Question PC doesn't boot - - - motherboard's DRAM and CPU LEDs are lit ?

I'm building a system for my friend, specs are below:

MBD: Asrock B850M PRO RS WIFI
CPU: Ryzen 9700X (supported on MB's list)
GPU: Zotac RTX 5070 TI
RAM: XPG 2 x 32GB 6400MHZ (supported on MB's QVL list)
PSU: MSI Mag 850W

When I turn on the PC there's nothing on the screen and CPU and DRAM lights are lit (Red and Yellow). System fans are spinning, GPU fans are spinning, all the aRGB lights are working, aRGB on the ram sticks are working, and rams are installed as shown in manual (A2-B2).

I've tried updating the BIOS with flash feature, it updated successfully (it blinked until finished) but CPU and DRAM mobo lights are still on.

I've tried re-seating rams, tried only one stick, and tried every slot but still there's nothing.
 
Did you use only the cables that came with the installed PSU?

Video connection? Make and model monitor?

Will the build boot into Safe Mode?

Review and reread the Motherboard's User Guide/Manual along with the documentation for all other installed components. Pay close attention to all fine print and warnings. Details matter.

Hopefully there is just some error of omission or commission.

Doublecheck by sight and feel that all connections, cards, RAMs, jumpers, and case connections are fully and firmly in place.

No one wants to force anything especially with a new build. So something that seems to be seated, etc. is actually not.

Power down, unplug, open the case. Carefully disconnect, reconnect or unseat, reseat everything a few times.

Leave the CPU alone.

You may discover that some connector, card, RAM, etc. suddenly goes into place much more smoothly and firmly.

And check the MB User Guide/Manual. Some motherboards require that the first physically installed RAM be placed in a specific slot. Typically DIMM_A2.
 
Is this the first boot of the system?

If so it is probably memory training.

As Ralston says, check every connection, make full reference to the motherboard manual, make extra sure the power connections are all good.
The next time you power it on leave it alone.. the lights can take a long time to clear.
 
I had this in a recent build on an Asus X870E board - the CPU and DRAM LEDs were on and it displayed 15 on its display.
It took about 3 mins to do the training then booted fine.
It totally confused me as well
