Question PC doesn't boot, no POST

MoBo: GIGABYTE B550 Aorus Elite V2
CPU: Ryzen 7 5800X
GPU: MSI GeForce RTX 3060 VENTUS 2X 12G OC
PSU: Corsair CX650
RAM: 2x Kingston FURY Beast 8GB 3600MHz DDR4 (KF436C17BB/8)
So, I just build another PC for a friend of mine but this time it doesn't work properly. I have never seen this before and every thread I read about it couldn't help.
The problem is that when I start the PC everything seems to work just fine so the Fans and the LED are working but the other peripheral devices don't. So the connected mouse doesn't light up nor the keyboard and the display states no signal. The PC basically doesn't even load into the boot menu.
So I thought that maybe the BIOS wasn't compatible with the CPU but when I try to Q-Flash it that doesn't work. I have even tried unplugging everything except the 12V ATX and the ATX and still when I try to Q-FLash+ it doesn't even blink. My USB shows that it's being used for a couple seconds but still.
I have also tried a different version of the BIOS. I'm pretty sure I'm flashing properly and I have checked that multiple times, so it's a FAT32 USB and the file is named GIGABYTE.bin.
I have also tried clearing the CMOS but still nothing and also no beeps.
I don't know what else to try and at this point I think the MoBo has some sort of defect or the PSU is too weak (but I don't think that's really the case because I have a very similar PC and there everything is fine) but I still wanted to ask.
I tried asking reddit but that didn't help much apart from where I read that here people know what the are doing so that's why im here.

Might try a known working power supply to be safe. If still no work, you may disconnect the drives and pull all but 1 stick of ram. Might also be worth trying to power up the board outside of the case with only the coy, cooler and one stick of ram and a monitor connected to see if it does anything.

You could also pull all the ram and see if the board starts to throw errors. You may have a bad board or psu. Though the ram could be suspect as well potentially.

Extract BIOS file from zip archive first.
BIOS file name has to be gigabyte.bin (not GIGABYTE.bin ).
Use small capacity USB flash drive (32GB or less) formatted to FAT32.
Use correct USB port for Q-Flash plus. Consult motherboard user manual.
Disconnect all front panel connections (USB/Audio) and all fans (except cpu fan).

Alright, so I have tried both gigabyte.bin and GIGABYTE.bin with all components and with only 12V ATX and ATX and one with only CPU and dual RAM and also with CPU and only single RAM and nothing seemed to work but I also used a 64GB Drive 3.0(I think). I will now try with my 32GB one but I think it's 3.0 so I don't know if that's a problem. I also wanted to ask if I should unplug everything or leave as it is.

Format was always FAT32 and I plugged in in the USB port where it says BIOS.

You could also pull all the ram and see if the board starts to throw errors. You may have a bad board or psu. Though the ram could be suspect as well potentially.

I unfortunately don't have another fitting PSU. I have tried using only 1 RAM and powering outside didn't work either. How would I know for sure where the problem is? Can I somehow check the PSU or the RAM? Because fans and rgb all working which are connected to both PSU and MoBo so I don't know why they would work if there was a problem. Also as far as I know it doesn't make any beep on startup so that's why I wrote no POST but I could be looking after the wrong thing.

I mounted them off so its easier to see. Also the gpu isn't wired to the case because of how many times I had to take it off. And I have disconnected the SSD so there are also cables hanging around.

EDIT: forgot to mention
