PC doesnt boot up after I changed RAM

My pc's power turns on, but I cant see anything on the monitor and my mouse' laser blinks occasionally after I upgraded RAM from 2 gb into 4gb.

Tried clearing it, doesn't work, now my old RAM doesnt work aswell, its stuck on a booting, turning off, booting again loop if I use my old RAM. And by the way, it has 2 sets of CMOS pins, 1 near the battery, and one at the side of the processor. After I inserted the jumpers on the right position, my PC doesnt turn on, which is normal if clearing the CMOS, however, after I removed the jumpers, and booted again, still doesnt work..

Do you have a system speaker, and is it beeping? If you don't have one, go get one, install it, then if it beeps, tell us what the beep code is. Beep codes are like error messages for POST, it should tell us what's up with your PC.

UPDATE: Tried swapping the new RAM with the old RAM, then cleared the CMOS, it boots now.. But the thing is, I don't want to waste my 25 bucks just for a RAM that doesn't work.
