Question PC doesn't POST, but it does light up and fans spin ?

Hello People!
I have quite an interesting issue.

I'd say I'm not PC-illiterate, but I'd appreciate some ideas!
This problem first appeared last night, after restarting my PC, which I find very odd.

The issue is, the PC doesn't POST, only lights up and fans spin.
In the PC I have those components:
Asus B550-F Gaming WiFi
Ryzen 7 2700X
Gainward RTX 3070
32 GB Crucial RAM
650W BeQuiet PSU
Most Components are like 4 years old.
The graphics card and Mainboard are closer to 2 years old.

The Mainboard lights up the VGA-Error code.
I have read that this might be a CPU error, but I hope some other ideas come up...
Things I have tried are:
  • putting the GPU into the other MB slot
  • putting another GPU into both MB slots
  • switching and using other Power Cables
  • Resetting the CMOS Battery and reseating the GPU
Things I will try:
-Using different CPU Power cable...

Are there any other options you come up with, or is this really a CPU issue?

Were you overclocking anything before this happened?
I was "overclocking" the GPU via the Gainward software. Not custom-overclocking, only running their tool and letting the GPU automatically adjust slightly.
The CPU wasn't overclocked. No way to do that anyways, since I couldn't download the Ryzen Driver on windows 11 for my 2700X

Cpu failures are very rare. I would be more inclined to try reseating the cpu, or believe it is a motherboard problem since you already tried a different gpu.
That's why I was not thinking of the CPU being broken. The motherboard will get two years old in a few months, really weird.
But I will try reseating the cpu, thanks!

So I just reseated the CPU, after that the PC fell into the same state as before.
But it seems to have reset the Fan-Settings of my BIOS, since those blast at full speed now.
At this time, what do you believe is at fault? CPU or MoBo?
