PC doesn't run

Hey! I am trying to help one of my buddies. So he was using his PC and it turned off. I checked his ram in another PC and it worked. Also, I tried the PSU with the paperclip test. When I did that, the HDD spun up but nothing else did. (CPU fan, GPU ect case fans) I made sure all the cables are plugged in too. Any help would be nice, thanks.

GTX 760
12 GB ram

Eliminate or verify the PSU as being the culprit by swapping it for a another one out of another PC, but make sure it's powerful enough to drive his GTX 760.
