Question PC doesn't turn on unless the PSU is jump started!

Hello! After having 2 DOA motherboards, my Gigabyte AX370 Gaming 5 motherboard finally arrived today. I still don't have a CPU, because I sent it to RMA thinking it was the CPU and not the motherboard, so now I have everything but a CPU. After turning on the PSU switch, my motherboard does NOT light up whatsoever, no lights, nothing. Only coil whine on the PSU if I place my ear right on it. If I press the motherboard's or the case's power button, nothing happens. However, if I place a paper clip on specific PSU motherboard 24 pin cable pins behind the connector, the system will start, but only with one or two LEDs lighting up, although my MB has tons of them. I get a CPU error on the troubleshooting leds and LCD screen on the motherboard, but that obviously is because there's no cpu installed.

The problem can ONLU be the motherboard, I have previously replaced every single part to verify this.

Why is this such a weird problem? The PC doesn't start unless the PSU is jump started. Also, the motherboard doesn't light every LED up.

Yes. I think this was just a desperation thread, but, once I have a CPU, I'll test it out. The thing is, I had a MB that would, at least, light up with no CPU installed, wich makes this even more confusing. It was an ASUS H81M-E (OEM). Why would the motherboard not want to start unless the PSU forcefully gives it power? Does the motherboard only open the PSU circuitry once it detects a CPU is installed? I kind of hate that feature, it makes confirming everything is working more difficult if you don't yet have all the parts. I better pray and hope this motherboard is the one that works, as I had two used ASUS Prime B350-Plus that were both bad. One crashed the PCI-E device randomly while on load, while the other didn't even start due to bent and broken pins. At least, this one has warranty... Also, it came in with a slighty damaged PCB corner, could that cause any of this or cause any problem later? AMD motherboards don't have cpu pins. Are you sure you don't have a faulty psu?

They actually do, how elae wpuld the CPU make contact with the motherboard? The only difference between AM4 and 1151 is that the AM4 socket has a removable built-in plastic cover. They're "V" shaped pins, that, when the lever pulls down the CPU, the CPU pins get nested on the "V" point. It's kinda cool, actually.
