PC extremely slow after both motherboard and CPU replace.

I normal don't ask for help but this issue has me stumped.

I recently purchase a new motherboard (aorus z390 master) with a new CPU (i9 9900). I replaced the two and opened up windows. My PC ran extremely slow and would take 10 secs to open the windows task bar or cortona. Games would run around 15 fps as well. I looked at some forms of people with the same issue. They said to reinstall a fresh new windows. So I did. I have mild lag now and my mouse still moves sluggish. I dont understand the issue and I'm having to ask my own thread because every other thread on this topic just expresses how they should reinstall a fresh windows. Well I have done that but no luck. I'm so lost

Auros z390 master mobo
I9 9900 cpu
2080 rtx GPU
2tb harddrive (empty)
500gb ssd (windows)

(Dont remember my RAM but I know it's a corsair and that its 32)

Try testing with single RAM module installed.

@alexoiu I wouldnt think it would be the ram because my PC is not crashing or slowly getting worse. I used these ram sticks just yesterday on my old mobo.

I've tried and I dont think its it. :*( do you have any other option? Everything looks good that's whats driving me off the walls.
