PC Fan Making Weird Noise

Sometimes when I turn my PC on every morning like one out of every 4 times one of the fans sounds like a razer blade (it makes a weird p-r-r-r-r-r noise). It sounds like it is coming from either the top case fan, rear exhaust case fan, or the Hyper 212 Evo CPU cooler fan.

However I just shutdown my computer. When I turn it back on 10 seconds later the noise is completely gone. It has happened to me multiple times. I have checked and all the cables are tightly tied together.

Could this be a problem with one of the fans booting up out of sync (i dont know if thats possible)? What could be the problem? Should I be worried?

spins up, warms up and then on next spin-up it's a little warmer and better balanced.

I could tell you a long story of a time long ago and a large company that turned their computers off every weekend and then had to call an engineer on Mondays to come and try and get those big mainframe systems to boot, and he couldn't find anything wrong, but around 10am, their operating temps were within range and everything worked fine.
maybe the fan is a little unbalanced. or it may be touching something (this is less likely). spinning it up warms the "axle" and then it runs better. Might be an early indicator of a failing fan also. I'd get up real close early in the morning and try and identify which fan it is. Then I'll make sure that it's not touching anything, and if it's not, I'll be ordering a replacement fan.

But like I said earlier, by doing a simple restart to my PC the noise is completely gone. This is what keeps me from believing a fan is dying. maybe it's one of my case side panels rattling against a fan or something? I don't know but that factor doesn't seem to make sense at all.
 
had the same thing happen with my graphics card fan.for some reason a restart would usually get rid of the sound.i suggest taking the side panel off to access your fans.start the computer and stop each fan with your finger until you find the culprit.fans are cheap.
 


I used to have a gtx 650 and this noise happened back then. Now I have a 760 and it still happens every couple of days. For sure its not the GPU. Confused as to why it stops after a restart and if I should be worried about my pc damaging itself?
 
cant tell you why a restart works for sure,just that its a gimped fan.if the fan got worse and happened to stop it could result in overheating of a component.thats worst case scenario.right now its just a pain in the ass.i couldnt take it so i replaced the fan.
