Question PC doesn't boot with GPU connected, shorted?

I got a used 3060 12gb and have the following issue. The PC will boot up fine, even with the GPU installed in the pcie slot, but when I connect the 6+2 pin connector the PC will not power on at all. I thought it might be my PSU which is an EVGA Supernova 450 watt, but I did a continuity test on the 8-pin and the highlighted pins all pull to ground, is my card cooked?
Specs:
MoBo: Aorus B450 i PRO WiFi
Cpu: Ryzen 5 2600
Gpu: Nvidia 3060 12Gb
Psu: EVGA SuperNova 450w SFX
RAM: 2x8 G.Skill 3600MHz
 
update the bios to the latest version your cpu still supports
is the 6+2 PCIe cable the original delivered from your PSU or are you using an adapter or third party cable?
I'm using the power cable from my PSU. I also probed the 8 pin while it was on and the two uncolored pins on my picture pull 3 and -3v to ground, not sure if one of those should be pulling 12 or not.
