Question PC fans slowing down

Hi there. I'm a little confused. I cleared my pc last week, I installed Win10, download every drivers, games etc. Everything like always but there's something I don't understand. Sometimes if I'm using only teamspeak3 and opera gx browser my pc can be hear but sometimes it makes noise like umm beep? Fans are slowing down and I literally can't hear my PC. When it happens I checked every fans in case they'r all spinig but pc i completely unhearable. What makes it? When i turn on any aplication or I just want to check fans speed in HWMonitor it makes beep and it's now hearable. I'm really confused about it.

My pc setup:

i5 6600k 4.4ghz
Msi z170a gaming m3
BeQuiet Dark Base Pro 900 rev.2 with 5 beqiuet silent wing3 high
speed fans
Dark Rock Pro 4
Corsair RM750x

All fans are spinning 400 rpm when I'm playing I switch them to 1000rpm
Cpu fans are spinning depedns on temperature 170rpm - 800 rpm

Check in BIOS, there should be some options to set fan speed curves according to temperatures.

When I was overclocking my cpu 1 year ago I set them to inteligent curve because it was best option. I'm wondering why it's making beep and slowing down. It shows up first time in 4 years and just after I cleared and install Windows 10. Is there any windows option or something?
 
the fan settings may have reverted to original settings if your coin battery is running low.
also could happen if you have dust buildup or need to replace thermal paste

I'm not using any software for fan regulation.

Fan's are pretty new I bought them 1 year ago I think, PC is pretty clean but I'll try to clean them really hard and I'll tell you results.
 
Alright then, things are going in another way...
While I'm playing LoL he made same thing but it made another sound something like HDD turning on? And then fans are starting
I cleared them out of dust very nice but it still happens.
Also I have newest drivers. I checked BeQuiet fan controller I unplugged all fans and pin as much I can into motherboard and problem still exist. It doesn't bother at all but I just wanna know it's not damaging my pc all temepratures cpu/gpu/hard drive's/ssd are okay.
The only one thing that comes to my mind is with HDD. I downloaded whole MSI Drivers and there was driver Intel Rapid Storage Technology I believie. Is it possbile that IRST is turning of my hard drive to I dont know save his life for longer use?
I was using it since I bought PC it will be 4 years,
I don't have any ideas.

If I understand correctly this is a new windows 10 install.
What it appears happened is you lost your fan controlling software.
Download
MSI Dragon Center or Control center for your motherboard.
Reboot computer and go into bios.
There you should find fan control options.
Calibrate your fans. They are older now and may not be able to run 170rpm. Which is quite low.
once calibrated boot into windows.
Now using Dragon/Command center software set up you fans.
You can use the predifined fan curves or do a custom curve for your setup..
 
Yes, this is new windows 10 install.
Only CPU fans are working with 170 rpm in idle rest of fans are connected to BeQuiet board in the back of the case and all 5 case fans are working with 400-1000rpm depends on case switch which I can change manually.
I really don't want to change fan curve because intelligent curve is working perfect.
I never used Dragon Center before and everything was okay.
At this moment I just wanna know if it wont damage my cpu or any components in my pc and I'll be okay with this. Its not big problem for me.
