It seems that the fans still run on my windows 10 64 bit PC after I shut it down. Turning off fast boot fixes this, but it takes a lot of time to boot since I'm using a hard drive.

Is there a way to fix this without turning off fast boot? I turned off hibernation in the settings.
The ACPI in the BIOS has the following settings:

Enable hibernation Enabled
ACPI sleep state S1 only (CPU stop clock)
Lock legacy resources Disabled
S3 video repost Disabled

Disabling Hibernation makes the fast boot option disappear from the power options.
Will reinstalling windows fix this?

Solution
Yes, the CPU fan, graphics card fan, PSU fan and harddisk keep running

So your PC isn't completely shutdown if fastboot is enbaled, could be your motherboard doesn't fully support this feature.

Anyway you should revert everything to default to avoid further problem, Bios to optimized default, Windows to default power scheme.

Replace your HDD with an SSD, even the cheapest SSD is 10x faster than your HDD, Win10 ususally takes no more than 15sec to start from a SSD.
