Question PC for Deep Learning

hi every one i don't know where exactly i should post this thread

My friend wants to build his own deep learning PC

when we searched we got this thread

i built this pc according to what is available on my local stores

i have 3 questions

first one why should i buy mother board support 40+ PCIe Lanes while i will not use more than one GPU

second which better Ryzen Threadripper 2950X , X399 and 2070 Super OR Ryzen 3950X , X570 board and 2070 Super with the same components above

is 750 watt PSU is suitable for this pc ?
