Already have an elgato HD 60 capture card, but how good of a PC do you need to run OBS and stream on twitch?
I am the friend of the person who wants to know this question, and I will answer you from his perspective.Are you talking about dedicated streaming PC or gaming PC that both needs to game and stream? If it's former then standard office PC (e.g with R3 2200G APU) will do just fine to run the capture card. If it's latter then you'd need powerful enough PC to play at your preferred reso and FPS + some headroom for streaming as well.

Few words
CPU is APU, with on-board graphics, eliminating the need for dedicated GPU. Also, 8GB dual-channel RAM is in there since capture PC would be running only capture software. For storage drive, put in very fast M.2 NVMe SSD to minimize any lag during processing/streaming. PC case comes from CM in a form of small box. Note: choosing a PC case is personal choice and you (he) can replace it with the one liked the most. And finally, good quality Seasonic PSU is powering the PC. 450W is more than enough to power all that.
Only things missing are: capture card, OS of your choosing, monitor to see stream (e.g cheap 1080p will do if streaming 1080p), KB and mouse.
