PC for rendering under 40k INR

I want a PC for 3D rendering(3DS MAX, VRay) and motion graphics designing(AE, Element 3D).
I already have monitor and other devices ... all I need is
8 thread CPU
a decent GPU
motherboard
8GB RAM
1TB HDD
PSU & cabinet
but my budget is around 35K-40K INR(I am from India, Kolkata)
please give some suggestions.

You are asking for an awful lot of things for a small budget. Here is something that is a bit overbudget, but will get the job done. It will get the job done, it's just trying to fit in that budget isn't easy for what you want.

Thanks a lot for your suggestions. What if I use a very basic GPU for now? Currently I have a pc with p4 G2020 and 4gb ram.... NO gpu.... But Intel has its own gpu.... Is there any solution for AMD? I mean a very basic gpu for handling 3d stuffs

Well the thing is AMD has no GPU on the cheap. A basic GPU may not be able to handle all the 3D modeling you want. There is the GeForce 1030, but that's not really going to help
