PC Frames question..

I watched 2 different videos, and they were both using the i7 6700 and gtx 1060 playing Gta V at 1080p,,
But one was getting 60 frames per second and one was getting 90..

They both contain their pc specs..why was one getting 60 and one getting 90?
reason being, i'm getting a pc like this very soon and am kinda worried which fps ill be getting, Thanks.

I haven't watched the videos but they could have been using totally different video settings. Maybe one of them were playing with vsync or something. Maybe 1 of them overlcocked their GPU. The GPU's may have been from different brands and had different amounts of memory. Maybe one had a software/driver problem. Alot of factors take place.

But I wouldn't worry since I play GTA V with higher video settings than default with 80FPS on an old GeForce GTX 760 2GB xD.
