Question PC Freeze on first Startup, unable to Install Windows from USB, stable in BIOS

Hello,

after years of staying on my old system, i wanted to upgrade to a new selfbuild PC. This is the first time ia build i ran into a major problem i cannot fix.

The Build:

MSI RTX 5080 Gaming Trio OC
ASROCK X870E Taichi
AMD 9800X3D
Arctic Liquid Freezer III 360
Corsair Vengeance DDR5 64 GB CL30
Samstung 990 Pro 4 TB
BeQuiet Darkpower Pro 13

PC Buildup went smoothly. After Flashing the BIOS to ASROCK X870E Version 3.16, i made a Windows 11 USB Install Drive to get Windows 11 going. I changed Settings in the BIOS and it was stable there. (XMP profile for RAM, switching to 6000 MHZ)

On first Install of Windows from the USB, the PC Froze. I turned it off with the Powerbutton and restarted Again. Iam Stuck now in a feedback loop:

Stuck Code on Mainboard: 41,45,46
Load fron from USB: freeze
Starting Windows Install: freeze
Getting to "Looking for Install Medium" in the Setup: freeze

The PC cannot restart. Every single time it wants to "Repair windows, please restart" the Image looks like a Dimm burnin on the Monitor and it freezes in Place.

I tried:

Switching Ram Slots to one Dimm - same Results
Switching the SSD from above GPU to the another Slot beside the RAM slots - same Results
Switching BIOS Settings to Stock - same Results
Flashing BIOS Back to Version 3.15 - same Results
Clear CMOS via the Button on the X870E
Changing Graphicscard from 5080 to a Old 1080 from another PC that works - same results

I orderd new Hardware for further Testing:

New Ram: 64 GB DDR5-6000 Kingston FURY
New Mainboard: MSI MAG X670E TOMAHAWK
Replacement 9800X3D is ordered but has long delivery times in Germany............

Do you guys ever encounter a smilar problem? Do i need to change any BIOS Settings for the 9800X3D? Is it maybe a Voltage problem in combination with the Taichi X870E? I figure the Mainboard is broken or i dont know something important. I think the Taichi should work with the X870E in stock settings and newest BIOS? I looked online with no usable results.

Five people, just today, problems with 50 series cards. Most seem to be either poor BIOS support or poor driver support across the board and I mean more than just one or the other.

Last one though, was literally, pull the card, clean the slot, make sure the teeth are clean, reinstall. Problem fixed. If that doesn't help then I'd suggest that you might have to wait, but keep up to date, on some BIOS updates and also maybe some motherboard chipset updates, and for sure any Nvidia updates. This is not a new thing. Happens every Gen that I've ever seen, and I've seen every gen there ever was, and that sucks because that means I'm damn well getting old. Dang it.

Maybe i said it wrong: I did not just change the Card - the build is all new parts. And i changed to a 1080 with same results.
