pc freezes on logging in spinning circle

i just installed a new gpu and psu last night played some games with it had a few crashes and this morning when i try to boot up my pc sometimes it gets to the hp screen then freezes and sometimes it gets to the spinning circle screen after you log in please help its a 750ti and 400w psu
 
Solution
It might have nothing to do with your GPU and PSU, login issues and freezes are more of a HDD problem, does it take more than 40seconds to log into windows? if so your HDD could be the culprit. Try running a chkdsk /r on your C: drive (or whichever partition you have windows on) and see if it finds any issue.

Bear in mind the chkdsk /r can easily take 1+ hrs to finish.

cant rly do that
cuz 750ti requires the 400w
