Question PC freezing after mobo and cpu upgrade

Hi, i just upgraded from a i5 7600 to a i7 9700 and after swaping the motherboard and the cpu the pc started to freeze. It freezes when i try to install windows and it also freezes if i try to start my old instalation of windows. The thing is, it works fine in BIOS, i can spend hours navigatin the BIOS with no problem. I tried installing my old mobo and cpu back and it works fine, so i know the problem lies with the new pieces. I want to know how can i find out if the problem is the new mobo or the new cpu. Thanks in advance.

cooler master 650w 80 plus silver
ssd 1tb samsung evo 860
Gtx 970
16gb ddr4 24000 hyperx
old mobo : ASUS h110m-k
old cpu : i5 97600
new mobo : ASUS prime h310m-k
new cpu : i7 9700

1st reset bios and try again.
2nd are you formatting c drive while installing windows? if no then format it first while installation process.
3nd your motherboard choice is very wrong for the cpu, the cpu you choose should only be paired with a z series or a good quality b series board, vrm on this board is only good for a i3 or max i5, maybe the processor is choking because of inadequate power, try to disable turbo boost in bios.
