Question Pc freezing

New pc build. The computer freezes within 2 minutes of booting. New cpu, mobo, ssd, ram. I have not even been able to install windows as it freezes before that can finish. I have tried booting using only one stick of RAM, freezing using either. I've been unable to run any tests using software as I can't install windows. I have tried with two different SSD's. Bios version appears to be latest version (F5).
System specs:
X470 aorus ultra gaming mobo
Ryzen 2700x
32gb ripjaws v ddr4
Atx 600w psu
Gtx 970 GPU

sounds like bad mobo or bad PSU, but first thing first, try to reseat every connectors on the mobo, paying a special attention to the 24-pin connector.

I have been on vacation, sorry for not responding. Few updates. I have replaced both the mobo and the Psu and have the exact same issue. I can run it in bios non stop with no issues. Bios does not show any issues with the hardware. I'm at a loss at this point.

I would try to test the RAM using Memtest86 which does not need windows to run.
Now if this remain inconclusive, I would say that you might be one of the (un)lucky one that got a faulty CPU. They're rare but... they exist. You might want to look at the CPU to see if there might be any missing/bend pins too.
