PC graphic problems!!!

I am having a graphic issue with my computer. I just bought Gigabyte GTX 980ti graphic card and installed it. I did a goo clean Win 7 install and everything was working fine. After doing all the updates and stuff, I got a blue windows screen and computer crashed. Now, everytime I turn on my computer, during the windows loading screen, I get blue dots on that black screen and after windows open. I get blue dots on my background image. Resolution becomes terrible and I cant fix it. Is there a problem with this new graphic card or is this somethink that I find a solution for. I have Radeon 7870 graphic card before and nothing like this happened at all.

My computer specs are;
CPU - AMD FX 8350 Black Edition Vishera 8 core 4.0 GHz processor
GPU - GTX 980ti
Ram - 2x8gb G.SKILL Ripjaws 240 pin DDR3 2133 (pc3 17000)
Hard drive - SSD SAMSUNG 840 PRO 256GB SATA III
Motherboard - Gigabyte 990FXA - UD3
Power Supply - 700W
Screens - HP 2511x LED-HD 27" and Gateway 22" 1680x1050

Please help!!!
 
Edit: Definitely try littleleos' suggestion of checking drivers first!

You could also try:

- Remove your new card and test the native graphics.
- If everything looks normal, put your old card back in and see what that looks like.
- If everything looks normal, put your new card back in. If the dots continue then either your PSU isn't supplying enough juice or you've gotten a bad card and need to return it for a replacement.
 


I am using Windows 7. I will try that and see if it fixes.
 


I have tried that method of switching with old card. Old card worked just fine, but when I switch to the new one, it works good for awhile and crushes computer suddenly while doing nothing.
 


I tried both methods. Didn't work. What else can I try?
 


Seems like I might do that. Paying close to $700 and getting this problem, really make me angry.

It is strange the old card which I think you said was a AMD works fine when you put it back, without you loading it's drivers.
 


definitely get an RMA for the card if you just got it submit it as a DOA and ask for an exchange. Do you have another system you can pop the card into as a test do you?
 


I did install the drivers for the old graphic card to try it. I have returned the card for replacement yesterday. Right now I have the old card and everything works just fine. I have also purchased Evga 850W 80+ GS Gold for PSU just to make sure. All should arrive tomorrow. Will post the results once I receive them.
 


I have one more desktop and I have tried it on that one as well. It gave the same or similar problem so I did a RMA for the card. Will post the results with the new ones.
