pc has good specs but runs games slow

heres my specs:
WIndows 8.1 64 bit
AMD FX(tm)-6300 six-core-proccessor
Geforce gt 740 graphics card
16gb of ram

i dont know how good games should run but i know it should be better than 3 fps on rust please help

Your GPU is the biggest obstacle, followed by the CPU.

It also doesn't help that Rust is STILL in Early Access and has major performance issues.
