PC has power, but wont turn on.

Hello Toms hardware. So, I had problems with my PC randomly powering off and not turning on again. I bought a new power supple and it fixed this problem. However when connected to my monitor the monitor acted as if it wasn't. No communication. Also power supply wouldn't turn off without unplugging it.

So someone said reset the BIOS. so the connecter that connects pin 1 and 2 for normal operation I moved, but as I moved it I lost it. "no big deal" I thought, "connecting with a screwdriver for 5 seconds instead of the connecter will be fine.

I later found the connecter and put it on the 2 and 3 pins for 5 seconds like how the manual explained. I tried to turn my PC on, nothing. So I got suggested to replace my CMOS battery. I took it out for around 2 hours and put it back in. I have not tried buying a new one yet. But it doesn't make sense that that would be it considering my PC Is less than a year old and well kept up.

So ya, the PC has power, like if I plug my mouse, keyboard or microphone they all light up.

So like...Whats going on? I'm thinking I need a whole new motherboard. Should I try putting a new CMOS battery in first? What could be causing this? before I tried resetting the BIOS it turned on perfectly every time.
 


The graphics card has been taken out all together and put back in repeadedly along with the cords attaching to it.
 


Hey Blackbird. Somehow I remember you from somewhere which is incredible considering I've had to do my math homework for the last 4 days at lunch because I keep forgetting. Must just be a memorable guy.

Yes I put it back on 1 and 2. If you move the pins as the CMOS then yes they have been moved every which way.
