I have noticed recently that dispite my BIOS time being set to 2 seconds. When the PC boots it will sit on the post screen for several seconds before moving on. I have my OS on a M.2 SSD. The LED's on my Mobo during startup quickly flash Red on CPU, then orange on DRAM, and then green on boot. Looking on task manager my boot times are often upwards of 40 seconds, and I can't work out why.
