Question PC HELP

So my brother was playing one of his games when all of a sudden the monitors + his peripherals stopped working out of no where. The case fans and the rest of the inner pc still turns on and runs but i noticed the CPU debug light was on. I went through the normal troubleshooting of clearing cmos and even changed out every part of the pc (besides the motherboard) Still with no prevail after changing all of the parts (psu, cpu, ram, gpu) and still no display. I decided to rma the board. It just came back and it is still not working. I did notice some of the pins on the cpu were bent so i straightened them out and still no display or power to any peripherals. Only thing i havent done is checked the cpu socket on my motherboard. Things i have noticed
  • Gpu is loose in the slot
  • cpu wont even turn on the computer in my other system
  • the power was going in and out about 2 hours previous to this happening
I think something may have fried out, maybe cpu I just need any troubleshooting tips, thanks!
Things I have Tried:
-resetting cmos
-new PSU
-new cpu -new ram + reseat ram
- checked all cables not really sure what else i can do besides the motherboard or cpu being faulty
 
The GPU wiggling up and down in the PCIe slot is normal, although it should not be wiggling side to side though if that's what you meant. When the motherboard is mounted in the case it's the PC case that determines how much wiggle is possible. Here is a simple fix that Jayz2Cents did: YouTube. As you can see in the video the PCIe slot safely wiggles quite a bit which is fine; without it stress cracks in the PCB would be much more likely.

It sounds like your issue lies within the CPU if it's not booting in the other system, although if there was a power surge that damaged the CPU, then there is a good chance that the motherboard sustained damage as well unfortunately. Even with a surge protector I tend to just power off my PC and unplug it during power outages until I'm sure I'm not going to lose power again.
  • Did you have the PC plugged directly into the wall or were you using a surge protector when these outages were happening?
  • What did you use to straighten the CPU pins with?
  • If you're using an AMD CPU, did you release the lever before pulling the CPU out?
I'm not sure why the pens would have been bent unless it was forced in during installation, was not properly seated when closing the lever, or the lever had not been released before attempting to remove it.

I used a razor to straighten the pins
Yes i released the lever when taking the cpu out.

The reason why I don't think its the motherboard is that I just had it RMA'd and it just got sent back recently. I cant figure out what is wrong with it. Now sometimes the pc turns on with the CPU inside of it and sometimes it doesn't.
