Question PC is forcing a "fake" fullscreen mode

hello, recently my display mode has started messing up for some reason, Im wanting to play on "true" fullscreen as it decreases input delay aswell as boost fps and the way i originally fixed this was by checking the "disable fullscreen optimizations" box in the files .exe, but for some reason they no longer have any affect on the game and when i click my windows key while tabbed into the fullscreen game the task bar overlaps over my game where as true fullscreen would of taken me straight to the desktop screen. & for some reason if i leave my task bar showing or any kind of overlay (such as turning volume up and down on keyboard) my FPS then caps at my monitors refresh rate as long as the overlays are showing over my game.
I've completely disabled all GameBar settings from a very long time ago. Ive also tried clean installing GPU drivers countless times, Any help to try get this back to true fullscreen is much appreciated!

I also have a Gsync monitor but i have forced Gsync off in nvidia inspector.
