Question PC is heavily under-performing, low FPS ?

Hi all, Ever since i got my pc I have been having horrible fps compared to identical spec pcs. I am on a
RX 6700 XT and a Ryzen 5 3600. I have tried many things, fresh graphics drivers, many performance tweaks in games but no matter what my fps doesnt go up. One trend i have noticed is in any game that my fps is low in, in my radeon software the gpu and cpu util are both at numbers below 30%. I have tried to render the games in both 8k and 480p, the fps output is the same. I have also noted that when I am overlooking a large area my fps tanks really hard, like from 50 in some games to 13-15.Im coming to the forum to look for guidance on what i can do to get my pc back to normal. (I get like 30fps in Sons of the Forest and like 15 in Apex, 30-50 in Rust based on the scene)

First check in your bios to make sure your ram is running at 3200mhz. What resolution and refresh rate are you using? Have you tried running a video test like unengine heaven and use gpuz to monitor power usage? Are you using any game or gpu app to overclock like MSI Afterburner?
