[SOLVED] PC is lifeless when Ryzen 5 3600X is installed ?

Attempted upgrading from Ryzen 3 2200G to a Ryzen 5 3600X. PC works just fine with the 2200G but with the Ryzen 5 3600X in, pressing the power button literally does nothing. No fans or lights. The closest sign of life is that the USB ports are giving power to my LED mouse. I have updated BIOS going from F10>F31>EC Update Utility>F40.
Specifications:

Ryzen 5 3600X
GIGABYTE RX Vega 56 OC
GIGABYTE AB350M GAMING 3
2X8GB DDR4 2133MHz RAM
CORSAIR VS550 PSU
Clean Windows 10 Pro installation on SSD

I'm going to guess this is a PSU issue...the 3600x pulls 1/3 more power than the 2200g and when combined with the Vega56 you're now well below the minimum PSU recommended by AMD.
Did you update your Bios and Chipset?
Check Bios setting for the iGPU as it may need to be disabled although Clearing CMOS should fix that.
Did you cable the iGPU>GPU from onboard to the dedicated one?

The mobo needs a bios update to run 30 series cpus.

edit: oops didnt see you said you updated bios.

Okay well, its a dual bios mobo, are you sure the 3600 is booting with the updated bios and not the old one?

The only thing I can see reading the motherboards support page is this, ''2. Before update BIOS to F40, you have to install EC FW Update Tool (B19.0517.1 or later version) to avoid 4DIMM DDR compatibility on 3rd Gen AMD Ryzen™ CPU. '' Did you do this?

DEVELOPMENT: After readjusting the CPU, there is now power to the fans. However, the GPU fans don't spin or react. This happened when I tried booting on F10 cause I forgot but I'm on F40 now so I don't know why this happens.
 
Before you installed the 3600X, were you running the 2200G and RX Vega 56 together for awhile with no issues or was the graphics card added along with the new cpu? I did notice that the recommended psu for your card was 650w so im not sure if that is having an effect at all?

They ran together with no issues. I got the 3600 to display for a while but its once again not displaying anymore.
