Question PC is not shutting down and the DRAM light is on ?

Whenever i shutdown my PC only the display goes off but fans and rgb keep running! Also the DRAM light turns on! I can't force shutdown, it doesn't work!

I tried most Windows settings and also updated bios.
Did a CMOS battery reset but it didn't help.

When posting a thread of troubleshooting nature, it's customary to include your full system's specs. Please list the specs to your build like so:

Monitor:
include the age of the PSU apart from it's make and model. BIOS version for your motherboard at this moment of time.
