[SOLVED] PC is not starting up

My PC stopped booting fully up. All fans will spin, the mobo LEDs are reporting 00 but I am not communicating with the monitors.
These are the steps I have taken so far without any luck.

• Tested and replaced the Power supply
• Re-seated all 4 RAM sticks
• Tested each individual RAM stick.
• Removed the GPU and connected to the onboard video HDMI connection.
• Verified both plattered HDD and SSD are readable by testing each drive in HDD docking.

When I press the power button I hear all fans spin, but I don't see a change in the mobo LEDs, I do not get any signal to the monitor, and I do not get any "error beep".

Can somebody please advise what the issue may be?

00 indicates that the CPU is not detected. CPU, motherboard, or power supply. Try clearing the CMOS, check the power connections.
